Wear limit for driven pulley

Hi, tonight i was checking the drive belt alignment because it has been noisy a while. So i started to align it and discovered that the driven pulley was loose in both sideways and length as well. The movement sideways was 2-3 mm and in lenght the same. I suspected the bearing so i took it apart but i couldīnt feel anything in the bearings. The bike is a 96 with just 16000 km on meter. But there was some slack in the rubber damper and i was also feeling some great slack when i was in gear.
I took a scissor and a rubberhose and made some small pieces and put them between the damper and the pulley drum and put it all together and voila the movement both in sideways and lenght was gone at least from the driven pulley. Then it was easy to align the drive belt. The free movement was of course still there when i put it in a gear, but everything was felling better.
Has anybody experienced something like this and did i do right? And can anybody tell me how much freeplay there should be when itīs in gear?
